The Tanzanian Government is reducing its role to the core functions of policy formulation, economic management, provision of infrastructure, legal and regulatory framework, maintenance of rule of law, as well as selected areas of public-private partnership with the aim of improving the business environment and raising investor confidence. The Tanzanian government is also addressing the factors that limit active participation of the local and international private sector in the economy through trade and investment policy reform.
Norwegian companies contribute to Private Sector Development in two fundamentally different ways:
- As investors in Tanzania and suppliers of goods and services on a commercial basis.
- As service providers and partners in development programmes under the areas of co-operation as listed in the Memorandum of Understanding (e.g. Energy, Child Mortality and Maternal Health, Natural Resources and Environment, Good Governance and Budget Support).

- The Property and Business Formalization Program (locally known as MKURABITA), which is aimed at “empowering the majority of its citizens in the low income bracket to use their resources in enhancing their abilities and chances to participate in and benefit from the emerging and modernizing economy.”
- Support to Norwegian Peoples Aid on civic engagement in the formalization process/MKURABTIA.
- The Tanzanian Agricultural Inputs Partnership (TAIP), a public-private partnership involving Norad, Norfund, the Tanzanian Ministry of Agriculture, Rockefeller Foundation, Yara and the Agricultural Council of Tanzania (ACT), an umbrella organization for the agricultural private sector in Tanzania. The TAIP aims to improve the affordability, effectiveness and profitability of agricultural inputs use through strengthening the value chain. Norad aims to strengthen the agricultural private sector through its support to ACT.
- The Royal Norwegian Society for Development (Norges Vel), which is working to increasing rural income by building and strengthening farmers’ associations.
